According to local residents, the United League of Arakan/Arakan Army (ULA/AA) has been restricting the movement of most Rohingya villages in Buthidaung town, violating their basic rights on a daily basis, and engaging in acts of discrimination, repression, and exploitation.
Locals reported that Rohingya-owned cattle, paddy rice, bicycles, motorboats, valuables, and household items have been seized illegally, and entire villages have been subjected to arson attacks.
Since late March 2025, the ULA/AA has taken control of Taung village and North village. On farmlands in Middle village, plots of land measuring 60 feet by 40 feet have been designated for Rohingya settlement. In North village, the AA has established the headquarters of the Arakan Army Police (AAP), which, according to residents, functions as a battalion that specifically detains and tortures Muslim youths.
Although the ULA/AA claims to administer both communities equally, sources said all top positions in the headquarters are occupied by ethnic Rakhine, while Rohingya are only allowed to serve in subordinate roles. This practice reflects ethnic and religious discrimination and inequality within the ULA/AA’s system.
Rohingya residents stated that due to such conditions, the ULA/AA’s administrative system lacks accountability, fails to comply with international human rights standards, and poses long-term concerns.
