UN Report Says Both Myanmar Military and Arakan Army Committed Atrocities Against Rohingya and Rakhine Civilians

Both the Myanmar military and the Arakan Army (AA) have committed serious acts of violence against Rohingya and Rakhine civilians, according to a report released on October 20, 2025, by Thomas Andrews, the UN Special Rapporteur on Human Rights in Myanmar.

According to the report, between 2024 and 2025, approximately 150,000 Rohingya refugees fled to Bangladesh. The Myanmar military reportedly carried out mass killings, arson attacks, and gang rapes of Rakhine women in areas including Pyin Phyu and Ramree Island, the report said.

The report also accused the Arakan Army (AA) of arbitrary arrests, executions, and the burning of Rohingya villages, adding that satellite imagery has verified incidents in Than Htaung Khan Village.

Furthermore, the report stated that the AA has been forcing Rohingya into military conscription, extorting money for permission to flee, and forcibly driving many into Bangladesh. The AA has also restricted the movement of Rohingya and limited their access to livelihood opportunities, according to the report.

Thomas Andrews noted that although AA Commander-in-Chief Major General Tun Myat Naing has repeatedly denied any responsibility for abuses against the Rohingya, the group invited Andrews to investigate the alleged Than Htaung Khan massacre, the report said.
